A large mountain toward the side of the district's city. It's hollowed out for an easy access point from the Capitol to the outside world. Part of the reason the Capitol is so hard to penetrate is because of that mountain range sheltering them. The train station runs through the mountain, the only way in and out of the Capitol from the ground.
